Overview
IPD was appointed to support a planning application for the change of use and conversion of an outbuilding into short-term holiday accommodation at The Old Bakehouse in Baslow. Due to the site’s proximity to the Bar Brook and areas identified within Flood Zones 2 and 3, the development required a robust and defensible Flood Risk Assessment to address the concerns of the Environment Agency (EA) and the Peak District National Park Authority.
Our Approach
IPD undertook a comprehensive Flood Risk Assessment incorporating historic flood records, EA Product 4 data, topographic survey analysis, and a precautionary appraisal of fluvial, surface water, and reservoir-related risks. When initial EA consultation identified concerns relating to flood depths, floor levels, and safe access/egress, IPD responded proactively.
We arranged direct engagement with the Environment Agency to fully understand their technical objections, particularly around evacuation safety and management procedures. This collaborative approach enabled IPD to refine the FRA and prepare a detailed Flood Management Plan tailored to the operational nature of the short-term holiday let.
Working alongside the project architect and wider design team, IPD also evaluated and incorporated appropriate flood-resilient construction measures, ensuring that the proposed conversion met both safety requirements and practical usability. Through innovative design adjustments, including raising the sleeping accommodation and integrating resilient fabric improvements, the scheme achieved a balanced and deliverable solution without compromising the building’s heritage or functionality.
The Result
IPD’s FRA, Flood Management Plan, and evidence-based justification for the proposed floor levels successfully addressed the EA’s concerns. As a result, the Environment Agency formally removed their objection, enabling the Peak District National Park Authority to approve the planning application.
